There are many of these places still
standing, even In the most congest
ed parts of the city. I feel sure that
it Is only necessary to call attention
of the department to thin matter as
the need of enforcement of the or
dinance Is evident to all.
It has' occurred to me that some
way might be found to aid In beauti
fying the city by furnishing water
for lrrlgatng the parking spaces free.
A certain deduction from water
chaYges could be made, according to
the space kept In good condition each
month.
I would urge the ouncll to make
strict regulation of the sale of li
quor and the enforcement of the or
dinance against gambling a contin
ual order of business.
Personally, I promised the people
of the city that these things would
receive my special attention, and I
meant what I said. With regard to
the saloon business in this city, It
has always been my opinion that no
more than eight licenses should be
granted, because I do not believe,
that under the present license, more
than eight can do a straight business
and make It pay. I am convinced
that It would be to the best Inter
ests of this city as a whole,- to pro
hibit the existence of saloons on De
pot street outside of a regular ho
tel building at 'least.
The maintenance of saloons as the
most prominent feature on our most
travelled street Is offensive to a cer
tain proportion of the members of
this community who are worthy of
consideration. It will not be my
fault If ualoons are not moved away
from Depot street and confined to
eight In number.

volunteer fire department be encour
aged to continue the organization,
and I believe It is the duty of tlio
city so to do. The volunteer fire de
partment has been a splendid organ
ization and we cannot get along with,
out them. I believe that they should
be recognized as the fire department
of the city they to choose the chlof,
and that the paid men be subject to
such chief.
I have given considerable thought
to the selection of the different city
employes, and believe that the men
whose names I am about to submit
to you, are as competent to carry on
the work as any to be found in the
city.
In purchasing supplies for the city
an estimate should be made by each
dopartment for the year to come, and
when a saving can be effected, a

the preference being given to home
merchants, other conditions being
equal.
In considering public , Improve
ments, especially street Improve
ment, I would urge the adoption of
the policy by the council of giving
careful consideration to the desires
of property owners, and to propeity
values, In order that burdens geater

A method of making contracts for
street Improvements other than that
now In vogue should be adoped, as
It would seem entirely Irregular and
unfair to pay any part of the cost of
Improvements In any particular dis
trict out of the general fund. I re

against improvement district funds.
I wish again to remind you that
members of committees are not per
forming their duty, as set forth by
Ordinance If they do not at
tend committee meetings, and there
attend o be city's business and pre
pare reports, resolutions and ordi
nances to be laid before the council
as a whole.
