that the railroad company has look
ed carefully Into the matter and after
due deliberation la willing to bet
tbere is . sufficient, business in tbe
process of development to Justify in
stallation of passenger service.
I We believe tbe company Is making
bo mistake by adding a passenger
train into the Wallowa country, for
no one realizes bow that country is
growing so much as people of La
Grande who see and mingle with the
people of Wallowa county. It is a
great country possessed of almost ev
ery resource known .to tbe Pacific
.Northwest. Each month shows an
Increase of population; each month
shows new facea, new land owners
who are locating tbere not so much
CHEAPER PAYING IX SIGHT.
There is little doubt that another
year will witness a cheaper paving
for La Grande and other Eastern
Oregon towns. Several companies
are in the Held in the Northwest
which means there will be competi
tive bids provided cities will enter
tain them, and the day has passed
when that condition prevails. - .
When a city is letting a bid for or
dinary werk of any kind to home
people there is no end to tbe clamor
for competitive bids, and It is but
right that the specifications on pav
ing should be so revised that they
will permit several paving compan
ies to enter the Held and try for tbe
work. La Grande wants more pav
ing and will have more paving but
there will be a keen, active business
alignment to asking for bids.
By bids on paving not only the
mere laying or the pavmg is con
sidered but also the excavation and
filling for these two items materially
affect tbe cost of the finished street to
the property owner. ". :
