In view of the fact, that some' vac

at Pendleton, Oregon, Informs . the
Rural Spirit that black leg vaccine
can be secured from .his office free o.
application. The only requirement o!
the government Is that the party on
whose stock it is used must make a
written report of the results of the
vaccinations. Dr. Plnkerton says that
stockmen In Eastern Oregon are us
ing the vaccine In considerable quan

fits vaccinate calvci ovjoirltngs as a
precautionary measure, with good
success. . Occasionally his office is
without any ofthe remedy for a few
days, but a telegraphic request win
bring it from Washington in four
days. The government's Instructions
are to use black leg vaccine within
three months from the time it Is pre
pared, although It Is usually good for
at least another three months.

For the bene-lt of local womai
clubs' members whu could not at

the Observer appends herewith liber
al excerpts from the address of th-1
president, Sarah A. Evans. She said
in part in her annual address:
"In point of t'me the 12 mouths
that have elapsed since our last meet

women of 'Oregon it has cast a bri'dga

has brought Into the lives, of the
women of Oregon the responsibility

"The Individual club, unless Its con
stitution torebade, can endorse an.
measure It sees fit, but a federation
must ever respect the minority .Hencs
your president never deemed It wise
to Introduce suffrage as an Issue, in
to this organization. But as an issm
tiiffrage In Oregon has passed. It i
no longer a matter of whether we ap
prove of It or not. It Is a condition to
be accepted, and the question now Is
how are we going to use It now thai
't Is germane to every line of club
activity? '
"It means a new tool to work with,
a precious opportunity whose possi
bilities are as fathomless as the sea.
But we must also realize that It Is n

Indifferent or Ignorant.
"Today the responsibility of citizen
ship Is uKin you, and henceforth it
will be the silent force to be used and
reckoned with In all our future delib
erations. The day of 'influence' has
set: the dawn of action haa begun
The men of Oregon no longer hold th
h"l! a'one: our hands are upon th'?
wheel w'th theirs, and It remains fo:
us to prove the wisdom of being
removed Jrom the undesirable classes
How can we do this? Only through
nlumtlnn. w'sdom and due apprecia
tlnn of our obligations.
"Xo mere opportune lime ronM
have come for the women of the
Taclflr coast to share the responsl
blllt'es of government than th
present. Portentous as the past year!
has been, it Is but tie ?atwn ti th
rno3t momentous event in the history
of the world the opening of thrf'
Panama canal next year.
"There Is not a question of govern
ment, economics, society' or industry
that it will not effect the world over.
It will take Oregon to the doors of the
old world and oftener to its back
than to Its front door; it will brln
Into our state an Immigration never
dreamed of before, and give us. some
problems of education, food, housing,
disease ind crime that have never
before touched our borders. Thess
six factors make up the problem ot
our changing condlt'ons.
"By education alone can we hope ti
hold the supremacy even In our own
America, and that must be the
education of the hand as well as of
the head, for the boy or girl that
leaves school unequipped for the
bread.and butter battle of life will be
a failure, and without value to h's
community.
"This brings us to the seenn-'
factor In our problem the labor
questions that are looming larger and
larger on our horizon. As the hordes
of unskilled labor begin to crowd
our Industries, as these Industries In
crease and begin to demand cheaper
labor of women and children; with
the oriental trade In front of us and
the exhausted east back of us, the
labor question will Intrude Itself Into
the home of rich and poor alike, and
reeon will be' no exception, and
"lese are the questions well worth
the consideration of our women.
"Housing does not seem of much
