647, series 1912, entitled, "An or

property benefited hereby; levying an
assessment thereon to defray the costs
and expenses of the Improvement;
providing for the assessment roll of
the same and directing the entry of
said assessment In the docket of city
liens; providing the time when the
same shall becomo delinquent, and re
