are apt to be lasting. The first impression of La Grande, gained by the
new-comer as he alights or by the traveler as he passes through La Grande
is sure to be poor. Littered streets, untidy, unpainted shacks, vacant lots
grown up to weeds, and garish sign-boards greet the eye. How different
a spectacle that part of town would present if the streets were paved, the
parking spaces set to lawn and an atmosphere of cleanliness and beauty
