of a resolution adopted by the com
mon council of the city of La Grande,
Oregon, on the 24th day of April, 1912
creating Improvement district No. 27,
and designating North Second street
as such district, and in pursuance of
a resolution adopted by said common
council on the 24th day of April, 1912,
whereby said council determined and
declared its intention to improve all
that portion of North Second street, in
said improvement district as herein
after described by laying thereon
macadam pavement, the council will,
ten days after the service of this no

affected and benefited by such im
provement, order that said above de
scribed improvement be made; that
the boundaries of said district to be

A wonderful transformation Is tak
ing place In the appearance of the
southern part of La Grande. For the
pasi iwo weeks Washington avenue
has been the scene of great activity
in the work of Improving this section
of the city and the concrete curbs,
laid by the Bmlth Construction co.
have already been completed. Early
this spring the main water main was
laid and storm sewers are being In
stalled this week preparatory to lay
ing the blthulltlc paving specified in
the contract with the Warren Con-
structon co. In many places the san-
lttary sewer system has been com
pleted and although the property ben
efited by these improvements have
been bonded to cover the costs, yet
the owners have cheerfully under ta
ken to carry this expense knowing
that the value of their holdings was
being greatly Increased thereby.
There Is a large force of men at
work grading filling and levelling the
street this week, and the actual work
of paving will be pushed to cuuclusion
with all speed. In a very short time
this fine avenue, which is really cue

be the main thoroughfare Into town

and pedestrians will welcome the
opening of Washington avenue aa it
has been practically Impassable in
winter owing to the deep mud and
during the summer months has been
choked with weeds and debris, and, in
addition, has been closed beyond L.
avenue. It la expected that a large
part of the traffic that now enters
and passes up Adams avenue will be
diverted to Washington avenue tn or
der to ttake advantage of the hard-
surface paving. Property values have
already increased very greatly and
with the completion of these Improve
ments will certainly take another up
ward leap. This part of town appears
to be the coming residence district as

and liberal attitude of tbe city govern
ment and the property owners of La
Giande.

The 0W. R. & N. company has pro
vided a special train consisting of .
composite-buffet car, and Pullman '
standard sleeping cars for accommo-'
datlon of La Grande Elks going to
Portland to attend the Elks' grand
lodge reunion. This train will leave
La Grande Sunday, July 7th, at 7:30
p. m arriving at Portland at 7:00 a.
m., following morning.
There are some who have not yet
made their sleeping car reservations,
and this must be done not Jater than
July 1st, In order that a ' sufficient
number of cars may be obtained to
accommodate all Elks, who, with their
friends, contemplate making the trip.
T. J. Scroggln and H. E. Coolldge,
at the United States National bank,
have charge of reservations and appli
cation Bhould be made to them for
sleeping car space. A few friends of
the Elks may obtain accommodations
on this special train, but the request
for some must come from some mem
