ed in the United States and fathered by
the National Cltlzen-s league, were
disci l:sed with much .Interest last
night at Honan hall by Joseph D. Lee,
secretary for Oregon. John Collier
was made vice president for La
Grande. A large representation of
business men heard Mr. Lee through
his arguments and discussions on the
topic.
He reviewed the recent efforts made
In congress and by the national board
ol trade for a revision of our banking
and monetary laws. The panic of 1907
was purely a 'conilary panic brought
on by the inability of the New York
reserve banks to honor the drafts of
the western banks on their reserves.
Money in New York is loaned on
stock and bonds upon call.
When any disturbance occurs and
the brokers cannot meet the call In
terior and western bankers are great
ly Inconvenienced or what is worse,
menaced by a panic. ,
In Europe there has not been a
panic for half a century. A commis
sion was appointed ln 190S of nine
representatives and nine senators who
have carefully studied the question
end prepared a bill, which Senator
Burton Introduced January 11, 1912.
That or a similar bill should be
passed promptly and the league com
posed of business men, is at work to
that end.
Much interest was manifested by the
audience ln asking question relative
to the new law. After v.l.'ournment,
the members selected J--'-' Collier as
the vice president of .. district

cided upon closing hours tomorrow
Decoration day. Grocers who have
signed thp closing petition, will shut
up shop at 12:30 and remain closed
while the meat dealers will close at
the same hour but will open at 5:30
for one hour. There will be no eve
ning deliveries, however. Other stores
in the city have not been canvassed
as to the half-day holiday venture
The stores agreeing to shut up shop
tomorrow as noted above, are:

City Grocery and Bakery, Snodgrass,
Cummlngs & French, Thorn & Wil
cox, White's Grocery, Stageberg, Ged-
des Bros., and all meat markets.
