3. A Proposition to ' DUcrisg the
Causes of ExccshIvo ' Taxation S
$ and to Find tho Itemed)-, $

(By J. B. Stoddard.)
La Grande, Mar, 1. (To Editor Ob
server) The opposition In the tax
pay an' raeetln? of lael Vuhhol tiiut
came near defeating the propostlon
of endorsing and electing certain men
for office in the county arid state was
not intended to defeat the movement
to obtain rollef from excessive taxa
tion, but it was based on the assump?
tlon that the method proposed is not
adequate to produce tho desired re
sult. " ' V. ' '
The ' mere election of certain men
to administer the affairs and do the
CltHcal Work of the county can make
but little difference In the expendi
tures or the means of raising revenue.
The first thing to do is to ascertain
the causes of increased taxation and
then proceed to adopt a method that
will bring about a reduction. . s.
, The chief reasons for Increased tax
ation may be grouped under four gen
oral heads, , '
First Natural growth. '
Second Complicated machinery of
government. ' , .
Third 'Maladministration. : .. .
Under natural growth comes:
A. Better roads and bridges.
b. Larger powers In administra
tion. ; '.'';.' ;' " .. ;
c. Modern conveniences.
d. Better schools, colleges, asy
lums, reformatories and penal. Insti
tutions. ..i .
. Conipicntedi JliichiiH'ry.
Under this head for toe purpose
analysis may be named: ,:
a. Division of authority,
h. MuHpllcatlon of odlces.
c. Administrative conimissons.
d. Increase of salaries.
e. Court procedure.
f. Popular legislation.
jrnl-AdmlnlslniMon.
a. ' Appropriation for special Inter
ests. b. Logg rolling.
v. Bribery and graft,
d. Inefficiency.
Fourth.
a. 'Means of! raising revenue. ;
' b. Direct assessments. !' - .' "
c. Bonds. V. .'" ' ' .:
d. Contracts and bills. '
In the foregoing I have segregated
and sub-divided the question of pub
lic business so it can be analyzed and
discussed in a comprehensive manner,
determined wherein the leaks and use
less functions and evils of government
may be found.
If the troubles that burden us by
excessive taxation may be discovered,
then a remedy can be administered
that will bring the relief demanded.
The movement proposed by the Tax
payers' lenguo must be more than a
county organization and must Include
the entire state to be effective in
reaching the source of our troubles.

for me to breathe.' A neighbor gave

mothers feel very mucn concerned ov

that so often follow, chamberlain's
