experiment stations.

city offices building, supplying the
city with a combination hose wagon
and chemical engine drawn by horses
or automobile, employment of two paid
men and construction of quarters for
volunteer fire .fighters, and lastly, the
Installation of a telegraph lire alarm
system, all of which will reauce ma
terially the Insurance rates in La
Grande, shaped themselves last night
at the regular council meeting. The
new policy took root when Secretary
McCune of the Underwriters' rating
bureau appeared before the council
again and placed before the council in
dollars and cents what Is bound to en
sue In the event the newly-adopted or
dinance is enforced. Up to date less
than a dozen of the 100 Insurance com
panies doing business here have re
sponded to the $25 annual fee, and it
was the opinion of Mr. McCune that
about $1250 would actually be realized
from taxes, the others withdrawing
from the field.
Counter Scheme Introduced. '
Working on the basis that the city
would receive an Income of say $1500
from the revenue, the rate adjuster
pointed out how the rates would be
raised to meet this tax. On the other
hand he pointed out the saving to be
gained by buying new equipment.
The Other FNn.
Thirty thousand annually Is the es
timated business done here. If the
city buys a horse-drawn wagon and
chemical engine, and hires two paid
men, the rates for fire Insurance will
be reduced from 7 to 10 per cent or In
dollars and cents, between $2500 and
$3000 annually. The second proposl

and when the city does this, the rates
will be reduced at leabt 13 per cent
and probably 15 per cent or $4,500.
Roughly estimated, the alarm system
will cost $3,000 and It was estimated
by the councilmen that In 18 months'

dropped. Otherwise the council will
take money out of one pocket and
place It in another and claim to have
gained thereby. The situation is in
status quo for two weeks at which
time the fire and police committee will
report on the matter finally and it is
a .-.afe bet that the newly-passed ordi
nance will be repealed, and McCune'3
proposition adopted in tbto or In some
modified manner. These details are
yet to be worked out.

Councilman Mackey, president, pre
sided at the meeting and Councilmen
Davis, Campbell, Jones, Lincoln, Lilly,
Flnley and Fitzgerald were present.
Communications objecting to the
laying of seweis in certain alleys In
Cognan's and Cognan's second addition
were read. They were referred to the
city attorney.
The sewer committee will again
over the damage done to the Peare
between J. II. Peare and the council
ovr the diumige done to the Peare
tract east of La Grande. This Issue
which has been oscillating around the
1911 council Involves several hundred
dollars, probably, which Mr. Peare
usks for damages because the sewer
line passes the Peare property, shut
ting off access. The commtitee is to
report at the next meeting.
Addition of an accountant to the
regular force of employes is likely in
the near future. In compliance with
the expressed policy of Mayor Church,
Chairman Davis of the wys and
means comniitteo has taken the mat
ter up and repot las', nlfht.that ui
his opinion the added official would be
secured at a small additional outlay
of money. The plan is feasible, thinks
-Mr. Davis. The committee finds that
the added expense would be light be
cause an assistant is now required
during the rush days of water collec
tion, and by employing a bookkeeper
lontluually the assistant would be un
necessary. This means that a regu
lar businesslike bookkeeping system
will b adopted so lha: the city's fin
