that the question of water diversion

ance with expert opinion. Tho troaty
makers had exhaustive tests conduct
ed hy hydraulic engineers, and It was
determined that diversions should not

feet a second on the American aide,

a second. The use of this quantity of
water for power purposes, the engi
neers found, would not affect the ap
pearance of the Palls sufficiently for

half tho quantity permitted by the
treaty is now diverted, twice the pres
ent horsepower can be produced with
out endangering the scenic beauty of
the cataract.
