derstand that you have betm asked to
adop a set of resolutions pertaining
to the West Umatllld project. Some
times men "go off half-cocked' take
some action or adopt some course or
policy without much Investigation or
thought of what the result may be.
Wo do not mean to suggest that
your Intelligent body would probably
act hastily or' carelessly in any Im
portant matter. You will probably
either take no action at all In regard
to the WeBt Umatilla project and the
protest that has gone forth against It
from all parts of the Umatilla valley
or else you will weigh carefully all
the evidence and Investigate for your
selves thoroughly and then render In
telligent judgment.
This West Umatilla project is a ser
ious matter, one of the greatest prop
ositions affecting the welfare and de
velopment of Oregon. No other prop
osition has so much dependent upon
It unless It be the Panama canal. It
Is therefore meet and proper that citi
zens of Oregon act carefully and wise
ly In the matter and make sure they
are right before making recommendations.
Certain facts are universally
agreed to.
Oregon has not had justice in the
matter of the distribution of reclama
tion fund loans;
The lands In the proposed West
Umatilla project are of such character
and the climate is so favorable as to
make this project nnd the greater John
Day project, Immediately adjacent, the
most desirable of all project's the
United States has ever considered.
There is dissent., however, as to the
method of providing the water for the
Irrigation of the lands In the West
Umatilla project,
.Men who have ,had thirty years ex
perience in Irrigating right here in
tho Umatilla valley, know that there
Is not sufficient available water in the
Umatilla river and Its tributaries to
warrant the construction of tlib pro
posed project along the present plans
of t.'.ie United States reclamation ser
vice. The water rights of the Umatilla
system 'have never been adjudicated
yet. although the entire matter is In
tho courts at the present time; nec
essarily many of, the premises In the
statements of the reclamation service
and hopes of other interested parties
that there Is sufficient surplus waters
for tho West Umatilla project are
based on mere "assumptions'" of tho
United States reclamation service. The
Hondo project In New Mexico, was
built at a cost to the government of
$:;.V.),000 upon the assuming of the
reclamation service, and although It
was completed in 1U0G, there has nev
er been a single urop of water for
storage In the expensive reservoir, and
farmers and homesteaders who bought
lands ar heavy losers.
There Is danger in acting on the
"assuming" of anybody, even though it
ho the United States reclamation ser
vice. The official report of the United
States board of army engineers, made
to congress January 6, 1911, which re
port Is available to you upon your ap
plication for it, gives on pages 111 to
116 Inclusive, statistics which prove
absolutely this contention as to Insuf
ficiency of water from the Umatilla
river, and a half .hour's study will
make It clear to anyone. The minimum
discharge of the river is the greaVst
amount that can he depended on for
Irrigation use. Otherwise, in dry
years, some lauds would have no wa
ter at all.
Tho present plan for the West Uma
tilla project, which, is being opposed
by every member of the Umatilla
County Water Usera association, by
the Umatilla County Farmers union,
by commercial clubs not only of Uma
tilla county, but of other parts of
Eastern Oregon and by hundreds of
