New Pullman Sonlce.
The O.-W. R. & N. announces that
commencing today a Pullman sleeper
will be left here which will be picked
up by No. 5 passing west at 11 o'clock,
p. m., says the Baker Herald. The
car will be opened at 9 p. m., affording
people the opportunity to go aboard
and retire. Returning the car will be
brought back on No. 6, arriving here
at 11:40.
The new time table or the O.-W. R.
& N. took effect yesterday. This
will change No. 10 to 5:56 from p. m.
and No. 18 to 10:35 from 10:30 p. mY

house west of Summerville on Satur
day evening, December 2nd by W. K.
Gekeler, state organizer, with a good
sized charter membership.
G. I. Wade was elected master, Vic
tor Johnston secretary and Mrs. Geo.
Wade lecturer. , The .first regular
meeting of the new organization will
be held on Saturday evening, Dec. 16;
at which time a number of new mem
bers will be taken In and several mem
bers from the other granges will be
present. .

Young Arthur Wardlaw, unbeknown
to his father, gets Into a wild set at
Oxford, where he is pursuing his Btud
les under the tutelage of Rev. Robert
Penfold, and Is soon heavily in debt.
Robert Penfold begs Arthur to loan
him seven hundred pounds. Arthur,
not daring to ask his father for money.
decides to forge his signature to
check for two thousand pounds, sends
it to Robert with instructions to cash
it, keep se ven hundred pounds as a
loan, and turn the balance over to
him. Robert unsuspectingly cashes
the check. The bank clerk, however,
has noticed the signature, Arthur's
father pronounces it a forgery and
demands the arrest of Robert.
Arthur, who has been admitted to
his father's business, as partner, fear
ing that he will be discovered, tries to
dissuade his father from demanding
Robert's arrest, but the old man re
mains firm and refuses to be moved.
Arthur is deeply in love with Helen
Bolleston. He proposes to Helen; who
after a moment's nesitation, promises
to marry him.
'Robert Penfold hag been arrested,
charged with forgery. He of course
asserts hla Innocence, but without Ar
thur's help he cannot clear himself.
He appeals to him in vain and finally
tries to have him forced to testify, but
Arthur's consciousness of guilt has
brought on fever and delirium and he
is unable to appear at the trial. Rob
ert Penfold is condemned to five years
exile and penal servitude, ' ' 1

sible prosecution of corporations whose
prosperity or destruction affects the
comfort not only of stockholders, but
of millions of wage earners, employees
and associated tradesmen, must neces
sarily tend to disturb the confidence
of the business community, to dry up
the now flowing sources of capital
from lta places of hoarding and pro
duce a halt in our present prosperity
that will cause suffering and strained
circumstances among the . Innocent
many for tho faults of the guilty few.
The question which I wish In this
message to bring clearly :to the con
sideration and discussion of congress
is whether, la order to avoid such a
possible business danger, something
cannot be done by which these busi
ness combinations may be offered a
means, without great financial dis
turbance, of changing the character,
organization and extent of their busi
ness into one within the lines of the
law under federal control and super
vision, securing compliance with the
anti-trust statute. i
"Generally in the Industrial combina
tions called 'trusts' the nrincinal busi
ness Is the snle of goods in many states
and in foreign markets in other words,
the Interstate and foreign business far
exceeds the business done In any one
state. This fact will Justify the fed
eral government In granting a federal
charter to' such a combination to make
and Bell lu interstate and foreign com
merce the products of useful manufac
ture under such limitations as will se
cure a compliance with the uutl-trust
law. It is possible so to frame a stiit
ute that, while it offers protectiou to a
federal company against harmful, vex
atious and unnecessary invasion by tho
states, it shall subject it to reasona
ble taxation and control by the states
with respect to its purely local busi
ness. "Corporations organized under this
act should be prohibited from acquir
ing and holding stock in other corpo
rations (except for special reasons,
upon approval by the proper federal
authority), thus avoiding the creation
under national auspices of the holding
company with subordinate corporations
In different states, which has been
such an effective agency In the crea
tion of the great trusts and monopo

"If the prohibition of the anti-trust
act against combinations ' in .restraint
of trade Is to be effectively enforced
It Is essential that the national govern
ment shall provide' for the creation ol
national corporations to carry on a le
gitimate business throughout the Unlt-
eu btates. The conflicting laws of the ,
different states of the Union with re-!
spect to foreign corporations make It
difficult, If not Impossible, for one cor
poration to comply with their require
ments so as to carry on business In a
number of different states."
I renew the recommendation of the
enactment of a general law providing
for the voluntary formation of cor
porations to cngiige In trade and com
merce among the states and with for
eign, nations. Every argument which
was then advanced for such a law and
every explanation which was at that
time offered to possible objections has
been confirmed by our experience since
the enforcement of the anti-trust stat
ute baa resulted In the actual dissolu
tion of active commercial organiza
tions. ' ' ,.
It is even more manifest now than
it was then that lh denunciation of
conspiracies In .-restraint of trade
should not and does not mean the de
nial of organizations large enough to
be Intrusted wllh our Interstate and
foreign trade.' It bus been made inoro
clear now than It was then that a
purely negative statute like the anti
trust law may well be supplemented
