obligation of the city of La Grande
aforesaid and Is not to be deemed or
taken to be within or'any part of the
limitations by law as to the indebted
ness of said city, and it is hereby cer
tified tpat all the requirements of
law have been fully compiled with by
the proper officers in Issuing' this
bond" and that the total amount of this
issue does not exceed the limits pre
scribed by said acts. . .
