the reserve association plan of ex-Seu-
i ator Aldrlch, chairman of the nat'onal
monetary commission.
'Practically every speaker endorsed
Watts' stand. '
Aldrlch, speaking In support of his
new monetary banking plan, said "The
failure of our monetary system is
largely attributable to the Inability of
our banks to co-operate In times of
stress and our defective, inelastic, un
scientific system of note issues"
Then he concluded by saying his

existing banks but maintain the In
tegrity of them.
