Without regard for who was responsible Officer McLachlen nr- i dered the 'men to move on and all but one or two did so. A passing strike breaker was Indirectly .responsible for fanning the flame again for a strik er let out a cry of "scab", which brought the police to him. . No ar rests were made but Officer McLach len and Officer Brady made it clear that regardless of who was response ble, the disturbances '. on - the street would have to end." .lVl v.' r The' trouble' took a tangat shortly afterward when a young man, neith er a striker nor a strikebreaker was the object of contention. Nothing sn. lous resulted however, and the trouble was finally passed over but In the meantime . Infant prodigies are not unknown In China, and Chinese Bmldhlsts find It easy to accouut for them, says a cor. respondent of the London Chronicle. According to the" doctrine of the trans migration of souls, persons passing through hades on their way to the wheel of life (which relaunches souls Into the bodies of babies or animals Just being born) have to erosa a bridge. Before mounting the bridge they are stopped by . an old hag called Meng, who, ladle lu band, compels each soul to drink .a mouthful of the waters of forgetfuluess. for which the popular name is Mother Meng's soup. Those who drink of this forget all that they hod passed through or hnd known In their former life aud thus on being reborn Into the world are entirely In- norant Sonic, however, manage to ' dodge Mother Meng and enter the I world full of knowledge, which they J display as soon as they can articulate. The fact that the gubernatorial par ty will be Joined from time to time by the governors of the state, in which the special train happens to be Jour neying at the moment, senators, con gressmen, correspondents of various newspaperg and others adds to the value of the plan from a publicity standpoint. After visiting 21 eastern cities, the special will return to St. Raul, Minn , with ts party augmented by the addi tion of the senators and members of congress of the varloug northwestern states, where a conference lasting for three davs will be held, to devise uni formity of action by the northwestern states and their immigration depart ments. In the matter of offsetting Can adian immigration. t. : - That the United State8 government Itself is cognizant of the efforts being made in this matter, and desires to assist, seems assured from the fact that no less a personage than Presi dent Taft has added his semi-official endorsement to the tour of the gover nors by formally inviting the party io vioii iiuu wniie en tour. With the sole exception of Gover nor Hiram W. Johnson, of California, who. It Is said, has called a special session of th legislature which will be In session at the time of the tour, each one of the chief executives of ths ten states participating, will be on the special when It leaves St. Paul, on the evening of Nov. 27, on its mem orable tour. Whether the hopes of Its promoters and tti good wishes of the western people will bear fruit, must be left to the n.ear future, when a comparison of the immigration sta tistics will show; whether the .hordes of homeseekerg will have been per suaded to develop their own country, or an alien one, t . - A Rich On. .
