The resignation of First Lieut. Chas. Vlnier, which was sent in October 2, perhaps hurried the crisis which has been ponding for some timei, for this officer has practically been in charge of the company since the resignation of Captain Charles Ferguson. The ac tual command has been placed in the hands of Captain of Ordinance M. S. Kara, but owing to his residence away from the city, the principal duties have developed upon Lieut. Vinier. For the past six months efforts have been made to secure a competant man to take the captlancy but no one could be found. Lieut. Vinier did not care to take the position himself, inasmuch as the absence from the city of Captain Kern and Second Lieutenant Elmer Storie left the whole burden upon him, he felt called upon to resign. Handicapped Financially. Ever since Its organization some Ave years ago, Co. L has had to exist In the face of handicaps. The annual aproprlatlon of $600 was Insufficient for the many needs of the company and their activities was tn consequence badly hampered. One after another the commanding officers were forced to resign on account of the pressure of their private business and it became a more and more difficult task to fill their places. However the company never was In better condition than it Is right now and this makes the necessity of dis banding particularly regrOyble. To the last encampment Co. L went with 4!) men, nearly 80 per cent of Its en listed membership, and there has been increased Interest ever since. STRIKE STRIFE Jake Nibler, for many years a resl dent of this city, and a machinist, Is out on $100 bonds today p3ndlng a hearing of charges preferred agalnBt j him by local strikers, namely, that of threatening to kill; The arrest Is the upshot of a gun play late yesterday, when Nibler Is said to have pulted out two revolvers and threatened to shoot at some strikers who claimed that they were attempting to persuade him to leave the shops of the O.-W. here. Youmann, one of the strikers, started toward Nibler and requested permission to talk with him,, when Nibler suddenly pulled two guns and declared that the first man that came a step nearer to him he would shoot. Mr. Yaumann, thlnklng.dlscretion the better part of valor, turned and ran away, not that he was scared of Nib ler's war machinery but because he was fully aware that it trouble of this kind was once started, there would be telling where the end would be. (So far in La Grande there has been no trouble whatever, and that of yes terday afternoon was the Iflrst to arias and from all accounts was altogether uncalled for. There is not a striker in La Grande that is armed with anyth ing larger than a pocket knife an(J most of these are broken.
