in the Observer . from the Portland
Telegram regarding himself. It will
be noticed In the letter that he asks
for its publication, which is herewith

Dear Sir. I must confess my sur
prise at the publication in your paper
August 22, of the scurrilous article
from the Portland Evening Telegram,
which, your paper stated the Assoc!
ington data line. The article was
written by Frank Barrow, correspond
ent for the Portland Evening Tele-
gram, and the Associated Press had

it is absolutely falBe, as well as scur-rilc-js,
, and When you falsely stated
to your readers that the article was
sent out by " the Associated Press,
which is a disinterested news distri
buter, you published a libel upon me
and made the article of considerable
damage, whereas if your paper had
stated the truth as to its origin, It
would have done .but little, if any,
harm in your community. Barrow is
the man who "jjrehted tba Whole
original fabrication to : the counfy
through the Evening Telegrans, tad
the second article which appeared In
ycur paper on the date heretofore
mentioned was written 'by tie 'same.
All I ask Is sufficient fairness
and decency frpm you to, publish this

and designating Sixth street as such

tion adopted by said common council
on the 30th day of August, 1911; where
by said council determined and de
clared Its Intention to improve all
that portion of Sixth street, in said
Improvement district as hereinafter
