Joint Committee of House and Senate
to Revise Present Tax System.
Organization of the Joint commis
sion of the Oregon senate and house
of represeniatlves wilj ' take place
next week., says the Baker Herald.
Senator C. C.McColloch of Baker, Is
a member of the commission and will
leave tonight for Salem.
The commission was named by the
last legislature as a result, of the
tangled condition of the taxation laws
of the state at the present time, due
to the tinkering of the legislature and
the passage of conflicting laws by the
initiative.. The commission was glv
that the result of its labors will be
the compilation of an entire and com
plete tax code of the state of Oregon
which well, be presented eitner to tue
people at the next election or to the
next legislature for enactment Into
statutes.. . -V
. Speaking of the work, Senator Mc
Colloch said: . Y.
"Personally I favor the Incorpora
tlon Into our tax laws of many of the
tax measures now In use In the pro
gressive states like Wisconsin and
other middle , western states.
. ,"I believe that there should be a
larger .householders" exemption than
we haVe at the present time and that
the tax on' notes and mortgages should
be removed. ' , '
"Another Important change; that I
believe would work to the best Inter
ests of the state at large would be a
separation of the source' of state and
local tares. At preseutboth derive

"I believe, that the large corpora
tions, which do a state wide business,
like the railroad, express and Pull
man car companies should , be taxed
by the state. It Is a difficult matter
for the counties to enforce collection
from them to the extent that It should
be done. t The state can do this mow)
economically at any rate and stlfflcletit
revenue could be derived from1 them
to pay all expenses of the' state and
thus relieve the farmer and other
property owners of paying the state
levy that ia assessed against each
county under the present'7 system.

Blue Hosts Gather In Rochester.
Rochester, N. Y., Aug. 21. The in
numerable activities of. the 49th na
tlonal encampment of the Grand Army
of the eRpubllc . began this morning
when the national council of admlnls
tratlon met to complete the final do
tails of the encampment program.
During the day numerous conferences
were held also by the officers and
cntnmlttees of the Woman's Relief
Corps, Ladles of the d.4A. R., Sons of
Veterans and other affiliated .organi
sations .which will hold their annual
sessions here thin week. The great
crowd already here waa swelled today
by the arrival of thousands of veter
ans and other visitors from every sec
tion of the country'. The visitors are

character of the arrangements made
for the reception and entertainment of

Loyal Order of Moese.
Detroit Mich., Aug. 21. With an at
tendance of thousands pf i delegates
from all over the United State and
Canada, the annual grand lodge con
vention of. the Loyal Order of Moose
matin Detroit today to ra five days'
session. - Edmund E. Tanner of Colum
bus. Ohio, supreme dictator ot the or
der, presided at the opening session
this morning. Officers for the. ensu
ing year will be elected tomorrow.
The convention parade will take place
Wednesday night -
San Francisco, Cat, A'' 21. "The
Best Ever" Is the slogan of the great
convention opened In this city today
by the Fraternal Order of .Eagles.
Tens of thousands of visitors are here
from cities and towns In every part of
the United States and Canada and the
prediction that the attendance would
establish, a new high record has been
fulfilled. : ' ' .
Street . pageants, ' barbecues, balls
other features of entertainment are u
follow one another in rapid succes
sion. 'The festivities are to be entire
ly Callfornlan in spirit, the pageantry
and special events being of the pio
neer days of '49, with the vivid de
scriptions of Bret Harte as the setting
"Roaring Camp," Immortalized by the
famous writer, has been, established
as one of the big features of the car
nival. :. V
But It would be a mistake to Imag
ine that there Is no work to be done
during the week. Senator Thomas F.
Grady of New'York is to retire from
the office of grand president and the
choice of his successor has started a
spirited contest, Frank K. JHenng oi
South Bend, Ind., J. J. Cusack of San
Francisco and several others are men
tioned for the head of the order. . An
other contest has developed for the of
fice of grand secretary to succeed C.
H Mann, who is retiring from the of
fice after a service of many years.
Anart from the election of officers
and other routine business, the con
ventlon will be called upon to deal
with several radical measures which,
If passed, will have an Important ef
fect upon the future of the order. The
first of these new measures will deal
with the matter of age limit and Is
designed to bring an army of young
men Into the order. , There is a strong
feeling that the age limit should be
set at 18 years,1 and there are said to
be thousands of youths throughout
tha United States and Canada who are
awaiting the - decision of the grand
body o that they may be initiated.
Another important matter to' be con
sidered Is the proposal to institute a
women's auxiliary to the Eagles,
Grand Ctrcnlt Racers at Goshen
Goshen, N. T.( Aug. 21. The inter
est of the Grand Circuit followers
shifts this week to the historic hal-
mlle track In this village, where tire
fast horses will take part In a four
days' meeting that formB a link be
tween the western end of the circuit
and Readvllle at the eastern end. The
opening day tomorrow. will bring out
trotters in the 8:20 and 2:24 classes
and a free for all race for the side
wheelers.' Eighteen thousand dollars
has been hung up for the nme earhy
closing events on the four days pro
gram.' : .

remove, if possible, from the public
mind some popular prejudices against
laundry methods are to bo discussed
at the annual convention of the Na
tional Ladndrymen's association which
began in this city today. . Teh conven
tion 1b attended by members from all
sections of the country and by repre
sentatives of all the industries con
nected with the laundry business.

John Timothy Stone of Chicago, are
among the well known religious work-
era on the program of the ' annual
young men's bible conference which
opened at Winona Lake today. The
conference will continue until August

Fargo, N. D., Aug. 21.- Though only
four bodies have been found it is be
lieved that a score were killed ia this
stat by yesterday' cyclone which de
molished Anterlers, then struck West
Hope, Injuring 150 and damaged oth
er towns In th southwest part of the
state. It la known that 200 were hurt.
The property damage will orobablv
reach a million dollars.

Rome, Aug. 21. Pope Plus suffered
n slight relapse today and was obliged
to remain In his room. Over exertion
in yesterday's heat is attributed a the
cause by his physicians who say that
his condition la not alarming.
