For instance: St. Paul is not considered to have water competition privileges because it would be impractical to ship to Portland or San Francisco bv water route. The same is true of Omaha. Several cities are thus situated.' Now these cities, which do not have water competition become amenable to the fourth clause of the recent congressional U rate act and cannot charge more for a short hau imim.
