Remember the present awk ward system now In usi of electing men to city offices which carry no sal arydoes not Justify any Individual in putting In all of his time for the city and therefore the' best ;that council men can do ia to place the work of in spection in the hands of men who are supposed to understand different kinds of public work, and who are also supposed to deal fairly with the public. Incom petency in small cities is always the stumbling block which' costs the tax payer money and" petty graft does for larger cities what incompetency does for the smaller ones, thus placing the tax payer between the devil and the deep blue sea in every municipality 'n the country.. -y'. Every effort should be made to let the public know exactly all the details of the Second street pipe line fail ure, for a little publicity on such mat ters will cause the inspectors, whom ever they may he, to be more cautious in the future and not accept work un til It has Men properly tested. True, the company that held the contract for this work proved to be financially ir responsible some time after the job was turned over, but at the time the work was done La Grande was in pos session to recover and would have re covered any loss had the proper test ing been made by those who were ex pected to and paid for such service.
