THE SECOND STREET PIPE LISE
It was very unfortunate Indeed for
the taxpayers.' of La Grande when
those responsible to the city council
failed to make good in their inspec
tion of the water line on Second street
last season. The negligence and fall
ore""of duty on the part of the ones
delegated to that particular job will
cost- tnis municipality quite a little
..mn of money and if there is any way
to firmly fasten the blame where It be
longs no one should hesitate to assist
In o doing.
. There is this, however, which many
people overlook. Too often a coutkII

sible for all defects in public work,
when occasionally the accusation Is
not Just. Remember the present awk
ward system now In usi of electing
men to city offices which carry no sal
arydoes not Justify any Individual in
putting In all of his time for the city
and therefore the' best ;that council
men can do ia to place the work of in
spection in the hands of men who are
supposed to understand different kinds
of public work, and who are also
supposed to deal fairly with the public.
The importance of having proper in
spectors on the city work, la shown
by the Second street matter. Incom
petency in small cities is always the
stumbling block which' costs the tax
payer money and" petty graft does for
larger cities what incompetency does
for the smaller ones, thus placing the
tax payer between the devil and the
deep blue sea in every municipality

Every effort should be made to let
the public know exactly all the details
of the Second street pipe line fail
ure, for a little publicity on such mat
ters will cause the inspectors, whom
ever they may he, to be more cautious
in the future and not accept work un
til It has Men properly tested. True,
the company that held the contract for
this work proved to be financially ir
responsible some time after the job
was turned over, but at the time the
work was done La Grande was in pos
session to recover and would have re
covered any loss had the proper test
ing been made by those who were ex
pected to and paid for such service.

Portland held a city election last
Saturday. The editor of the Observer
happened to be in that city and wit
nessed the criminal neglect of citizens
to attend the election and name a man
for mayor. The largest, business en
terprise In Oregon today Is the city
of Portland. It handles more money
and has more responsibility than' any

of that the residents of that city paid
little attention to the primary. Only
33,000 votes were registered and hnt
U.000 of those whom were registered
voted.
What Is the country coming to when
no more Interest Is taken In' public
affairs? , In the language of an old

ing?" We must certainly be drifting
without sail or rudder when such- a
condition prevails. '
But the citizen who stays away from
the polls is the loudest kicker. He
walls and tears his hair when it is too
