State Superintendent ,
Opinions of the head of the educa

of the public In general as well, re
garding the new state examination
laws, have been in error according to
a decision of the attorney general. It
has been generally understood that
the ' state board of examiners could
take cognizance of the county certifi
cates under the old law and what ex
emptions .they might have obtained
would allow them to avoid an exami
nation under the new law.
On request of Superintendent Alder
man of Baker county, the attorney
general denies this, saying:
"Replying to your communication
of the 28th ultimo, asking whether
the provisions of Chapter 58, Session
Laws of 1911, an applicant who has
secured part of her exemptions, or
all of her exemptions, exceeding two
subjects, and have since secured a
standing of more ' than 85 in theso

does not have such' effect. It might
have, and In my opinion would, If
the old exemptions had not been ex
pressly repealed, but section 31 of

same being section 11 of chapter 116
laws of 1907, and relates to -exemp

sections of the said chapter 116 are
also expressly repealed.
"Therefore, all exemptions hereto

not received a first grade certificate
thereunder, have been wiped out
