D. B. Stoddard of La Grande won
the first honors at the M. I. A. district
oratorical contest last Saturday ev.
ning. Crosseth Dyab, of Cove, won
second. In the Btory telling contest,
Mrs. W. Y. Stoddard of La Grande won
first and Mrs. J. R. Williams of Em
met, Idaho, took second honors. Th a
large audience was in perfect accord
with the decision of the Judges, Coun
ty Superlnttndent E. E. Bragg, J. D.
Stout and A. S. Geddes.
The big contest Saturday evening
was an "openlnger" as It were to the
Beveral meetings to follow. Yesterday
morning the business session was held
and in the afternoon a series of papers
were read. These included:

field of La Grande.

of a resolution adopted by the com
mon council of the city of La Grande,
Oregon, on the 9th day of February,
1910. creating Improvement District
No. 20, and designating Elm street as
such district, and in pursuance of a
resolution adopted by said common
council on the 19th day of April, 1911.
whereby said council determined and
declared its intention to improve all
that portion1 of Elm street, in said im
provement district as hereinafter de
scribed, by laying thereon bltulithic
pavement, the council will, ten days
after the service of this notice upon
the owners of the property affected
and benefitted by such Improvement,
order that said above described im
provement be made; that the boun
daries of said district to be so im
proved are as follows:
All that portion or Elm street, from
the north line of Washington avenue,
to the south curb line of Jefferson av
enue. (A) And the property affected or

follows: All the property in the east
1-2 of blocks 106 and 113 and all the
