ACCURATE WORK FOR THE CITY.
Responding to the tone and spirit of
an editorial printed in last evening's
lBSue of the Observer in' which was
mentioned the necessity of doing pub
lic work strictly according to contract
and specification, a number of citizens
have expressed their . hearty accord
and asked that, the matter be kept be
fore the tieonU. . . -
Too often In a community where
everyone 1b personally acquainted the
disposition to let out a city official
who does not make good is entirely
too strong. The measuring stick should
he placed on every city employe, ani
If there is a discrepancy let him ex
plain or be dismissed from the ser
vice. La Grande, as a -'municipality,
Is the largest business In the city
tb handle. Economy in its handling
means much to the property., And
there is never any cnance for economy
with employes that are Inaccurate or
careless. . ' ' . :
Inspectors of public work "are the
last ones between the city and loss,
making- their position so heavily lad
ened with responsibility that nothing
but the most stubborn stand for the
right con be considered If the city is to
benefit The Inspector who does not
stay on the Job is falling to make
good. If he does stay on the job and
is not the kind of a man who will de
mand that specifications be followed
then again the city is loser, and In a
way that cannot be known until it is

administration should thoroughly un
derstand ftnd take responsibility, in
cluding all employes. . ; '.

Or General Bernardo Reyes, the friend
of the church and Idol of the army?

AH but this last man 'are out and
out government men who, strictly
speaking, have but one party behind
them: the party of established order.
Madero alone Is the leader of the op
position, the party of disappointment,
of revolt and professed reform. The
former malcontents of northern Mex
ico having been cheated of their, hopes
in Bernardo Reyes, have now fixed
their allegiance on Madero. ,
After Madero, last summer, showed
that he had the stuff In him to .run
against Diaz as a presidential candi
date and to go to prison, and Into tem
porary exile for his ambitions, it was
enough for him to recross the border
with arms In his hands to "be received
by his friends and old peons as their
chosen leader,

aid of city and town. With the dawn
of civilization the welfare of town and
couitry became one and inseparable,
and It is only by working together
that both may be beneficial to ths

Somewhere, somehow, back in the
dim pages of history, a feeling of ani
mosity seems to have sprung up be
tween the city and country and, from
time to time, this spirit has shown
through, but it is fast becoming a
thing of the forgotten order, a thing
for right thinking people to laugh at
and wonder how It could have existed.
Friends In the city, if our collars are
so high (as they have been accuse! of
of being) that we cannot lower our
heads to speak and associate with our
fellowa from the country, better beud
down the corners, or better still, wear
lower collars. We cannot Bucceed as
a city by ourselves.
Friends In the country, let us come
out of our shells, "sort a stir around
s&ne." and get wise to the fact that
vye can no more succeed without our
cities today, than they can without us.
These are the days of progress In
every line of business and all are com
ing to realize that proper advertising
is the means of showing a country's
good points to the public, and those
who wish to Cnd better places to lo
cate, In both country and city business.
The best and most prosperous com
munity. I have seen In this Golden
