THE CLAIM.
May Be a Humane Society Organized
to Punish Brutality.
A number of La Grande Jadies have
expressed heir indignation today at
some teamsters who are at work on
street and, public works in La Grande.
So Etrong is the feeling that the acts
of beating horses the past few days
may not go by unnoticed and the of
fenders have a chance to be drawn be
fore the courts for the past acts, to
say nothing of what will happen in the
future if they continue their alleged
cro.lty toward horses whtch'they are
working. ,
One lady was vehement in her de
nouncement of ya certain driver on
Adams , aenue who was working , a
small team to a heavy load of rock
and b: cause the team could not pull
the load he lashed the horses until
they quivered and could hardly stand.
"In this city of ours," she said, "It
is' a burning disgrace and outrage that
such cruelties should be permitted.
There may be no humane society but
there are courts and we can easily
organize a society If it be necessary,
I have seen a number of the ladies and
this sort of thing is not going to b;
permitted without a protest. Why a
man can be so degraded as to mistreat

it seemingly can stand is more than 1
know. Surely such a man needs some
dkiplining along the lines of decency,

Grande, Oregon, on the 5th day of
June, 1910, creating Sewtr Improve
ment District No. 1 and designating
boundaries of Sewer District No. 1,
as such district, and In pursuance of a
resolution adopted by Bald common
council on the 12th day of Ayrll, 1911,
whereby laid council determined and
declared Its Intention to Improve all
