West La Grande Sewer Plans Told and

Taxpayers of the third ward "West
La Grande last night brought about
a material delay . in Installation of
sewers In that" territory, and some
affirm, added additional expense to
their assessments by praying the
council to readopt a set of sewer plans
this time to provide for sewers Jn
alleys rather than in the streets as
tha plans now adopted provide for. A
long string of petitioners, scores in
fact, stipulated to the council that
they wanted the alley connections.
Three or four business men and tax
payers argued with the council not to
change the plans.- These men Includ
ed ex-Mayor Hall and ex-Mayor Mey
ers.' All work done, in a. legal way
will have to be done over, and it will
require at kast a month to get things
started again. When a resolution, in
troduced on the strength of the peti
tion, was voted on the councilmen with

vast majority and voted for the change
as requested by the petitions. Logsdon
and Finley opposed. ; - ; .i ;
Not alone will the plans have to b3
drafted but the matter of assessments
will have to be done all over again,
entailing a loss of time and a great
deal of work. It is '. said that it is
doubtful if ; the sew.rs will be laid
this' summer on the strength of the
change. '. .

night through the passage of a resolu
tion sub-dividing the thr3 original
sewer Improvement districts. By vir
tue of this move, the sewer sections
will be outlined so that territory
where there are no houses need not
be supplied with sewerage at this time.
It gives a smaller community or sec
tion sewer facilities at once, rather
than await the development of sparse
ly settled sections.

Convention of Modern Woodmen of the
1 County ' Held Last Evening.
At a convention of delegates from
the various camps of - Modern Wood
men of America held in this city last
evening, delegates to the head camn
at Hood River in May were ejected. A.
C, Rollins of North Powder was elected
nion county camp counsel and Ed.
Heath or La urande county camp
clerk. The next convention will be
held in La Grande three years hence
E. E. Daniels, counsel of the local
camp and deputy bead counsel for
Eastern Oregon, was elected delegate
from this county to the Hood River
gathering. ' A. W. Nelson, La Grande,
was elected alternate.

Notice is hereby given that sealed
bids will be received by the council
of the city of La Grande, Oregon, for
the construction of 4,965 square yards
of bitulithic pavement on Main ave
nue, between west line of Fourth
street and east line of First street, to
gether with excavation, curbing an I
drainage, the same to be constructed
according to the plans, specifications
and estimates on file In this office.
All bids to be in by 8 o'clock p. m.
April 12th, 1911, and each bid to be
accompanied by a certified check of
per cent of the amount of the bid,
The council reserves the right to re
ject any or all bids.
Attention of all contractors is called
to the agreement of Warren Brothers'
company, filed with this city, In ac
cordance with which greement War
ren Brothers company agrees to li
cense all contractors desiring to bid

i . The Laidlaw purchase netted the owner a good re
turn. In fact it was a deal that received prominence
all over the West. Other smaller transactions have
shown profit to land owners.
