It Is now learned that'the last leg
islature balled up Its wink us did the
legislature two years ago. a ml In all
probability a special session will be
necessarv to legalize the aiipropriation
bills.
The ICvenlng Observer moves that
the state legislature of Oregon by
Initiative, abolished entirely. Let the
whole political fabric be spread before
th: people on the ballot ea h election
and then abide by their decision. That
Is the Oregon Idea curried a little fur
ther than at present, but what harm
would It do? Surely t'.ie people would
tnak no worse errors than recent
legislatures have done. There would
not be the necessity of extra sessions,
neither would there be. the wrangle
and tussel every two years to elect a
peaker and a president of the senate.
Why not carry th? Idea of popular
Kovernment through to th rlhnax and
see Just how it would work. Some one
will pay, the state schools will sufror.
Perhaps some of them should Buffer.
Tliere are many anproprlations that
could be pared down and some elimi
nated entirely If it wero not for the
trading of legislators, If the people
took a hand in th? matter there would
be no trading.
We admit It would be an experiment,
but why not try It out. Surely we
could be no worse off than wo are snd
have been for the past two yfars. The
