Damages Called Enormoss.
Alumni of the University of Oregon
located in La Grande have been urged
by President Campbell to take active
8t;ps in the fight against invokement
oi the referendum from Cottage Grove
affecting the appropriation for the
next two years' improvements.

the Alumni association Mr. Campbell

"The university appropriation la
threatened with a referendum at Cot
tage Grove, and the appropriates of
thr university, the agricultural col
lege, and the normal school, are
threatened with another referendum
from Yamhill county. If these refer
endum movements are successful, the
higher educational -work of the state
will be very seriously impeded for
the Sft years, and Oregon will
be made the subject of very undesir
able criticism in many parts of the
union during the same period. A gen
eral ' referendum movement would
probably excite so much distrust that
millions of dollars of capital for in
ViStment would be diverted from Ore
ion to Washington and California,
The whole movement is dangerous to
education and to state prosperity. We
want you to help create a sentiment
which will Induce the people at Cot
tage Grove and at McMInnvIlle to give
over their attempt at Invoking the
referendum.
"The total of the appropriations
made by the legislature will involve
only about a two million tax levy next
year. This Is a low rate, even after
an allowance has been made for the
Increase of valuation in the stat?. The
tax commission estimates that the
present valuation of 844 millions rep
resents only about 71 per cent, of the
Actual cash value of the property of
Oregon.
"The appropriation of $503,000 for
the university is principally to be
used for buildings and other perma
nent Improvements. Fully four fifth
of It will go in that direction. , It Is
needless to say that the buildings are
very badly needed. The total of the
appropriations for the university will
amount to only a quarter of a mill on
the present valuation, after the d -ductlons
are made for the amount of
revenue received from Indirect sourc
es. This imans a 25 cent tax on the
man who owns a thousand dollars'
worth of property.
"The material Interests ' of every
section of Oregon will be seriously
affected if the ref-rendum Is Invoked.
I think the editors of the state will
see this Immediately. I think they
will bIbo recognize at once th? great
damage which will be done to higher
education.
"I hone that you will send a person-
al letter to some member of th? com
mlttees at Cottage Grove and at Mc
MInnvIlle, asking them to consider
well before Invoking the referendum.
These committees will naturally be
receiving many letter of encourage
ment. There ought to be a flood of
letters of discouragement. Immediate
action may have the effect of induc
ing them to discontinue their efforts.
A letter addressed to the Committee
on Referendum will probably reach
the right people at both Cottage
Grove and McMInnvIlle.
"It will be a very great favor if you
will let me known what the prevail
ing sentiment seems to be in your
community. We shall soon have an
Alumni committee appointed to take
charge of the whole campaign. Any
Information which you can s;nd me
will be turned over at once to the
committee, and I am sure will prove
of service to them also.
"Hoping that you may take an Ira
mediate and active interest in helping
to stop this movement, which so vital
ly affects not only the university's
welfare, but also the largest Interests
of the whole statr, I remain, very
sincerely yours. P. L. Campbell."
