legislature listens to the request of
the board. He says it is a very good
measure as it stands and with a few
small changes in order to better fac
ilitate vthe handling of cases he
thinks It will render the Btate.a great
deal of good.
Mr. Cochran, has Just returned
from the state capitol where he will
practically be headquarter! of the
board bo far as Eastern Oregon is
concerned and most of the cases
handled In this sention of the state
will be reviewed and passed upon by
Mr. Cochran In his home office. This
will .necessitate an increased offlce
force and will bring to this city con
siderable prominence for La Grande
will be known to every water liti
gant. James Chinock, formerly a law
partner of Samuel White at Baker
City, Is : the other member of the
board. He was elected from the first
district, having removed there when
he was appointed . secretary . of the
old board. His ambition was to be
come water commissioner and when
the landslide In politics appeared this
fall he grabbed it by the horns and
rode into office.' According to those
who should know he will make a
gbod : official because of his former
training during his term and secre
tary of the old board.
Robert Eakin Jr. Is Named.
At the new board's organization It
was necessary to name a new secre
tary and Robert Eakin. a former La
Grande boy, and son of Supreme
Judge Eakin was appointed. The sal
ary attached to this offlce 1 $1200
per year. ,

Bids Are Solicited In East for Boat

Oregon fir's superiority for boat
building purposes has been recog
nized by government officials la the
east who are soliciting bids from
lnnal dealers for furnishing them
with 249,406 feet of finished lumber,
says a Portland exchange. The pro
posals came from the United States
Engineer's offlce at Oswego, N. Y

It is the first time representatives
of the government on the Atlantic
coast have taken steps for procurln
a quantity of the finished product of
Oregon's forests. The specifications
state that the lumber must be Doug;
Ins or Oregon fir. It must be drfd
on four sides and ' a portion of it
seamed for calkin. By the descrip
tion It is taken that the timbers are
uent thereof being due and payable
on or before March 2nd, 1911. If
application is not made aa above pro
vided the whole amount will be due
and payable at the expiration of
said sixty days. All property own
ers Interested are hereby notified to
appear at my offlce at the City Hall
