Stanfield against Dr. W. H. Coe and
others to foreclose a mortgage he
holds upon town property at Stanleld
has been settled by a compromise is
the substance of a story from Port
land. The 'following is from a etorj
published yesterday In the Oregon
Journal.; '
"A compromise effected late this af
ternoon, practically removes a legal
handicap, which temporarily, has re
tarded the progress of the town o'
Stanfield in western Umatilla county
Within a year this town has develop
ed from sagebrush land to a municl
pality with 500 inhabitants, enjoying
many modern conveniences. ,
"A few weeks ago Robert Stanfield
former owner of the townaite, began
a legal action against Dr. Henry W
Coe, the head of the Columbia Land
Co., to foreclose a $55,000 mortgage
on th fawnalt a A Ion mA4l-
embracing ,420 acres. .The institution
of these proceedings disarranged all
development of the Stanfield Irriga
tion project. ; ;
"When the suit was filed about two
thirds of the lots of the original , plat
of the town comprising 70 seres of
land, had been disposed of by Dr. Coe
and a small portion of acreage tracts
adjoining the townsite had been trans
ferred to newcomers. Robert StanSeld
originally had a selling arrangement
with Dr. Coe for the disposition of the
lots in the towns'te on a commission
basis, and Mr. "Stanfield released all
lands sold under tills agreement
About a year ago Dr. Coe for the Col
umbia Land company, purchased the
remaining; town lots and all of the
acreage tracts lying adjacent, includ
ing in all about 400 acres. Only a par
tial payment was made on this pur
chase, and for alleged failure to per
form the specific details of th's sale,
the foreclosure was begun. A . ' ?

few days, submit Its report for the
biennial period ending September 30,
1910. The board prefaced Its an
nual report In the following language
which would Indicate that former as
semblies of the legislature have not
been doing full Justice to the depart
