There were 61,350,000 barrels of oil
produced in the Baku ' district In
1909, gainst 58,375,000 barrels In
1908 and 59,525,000. barrels In 1907.
In 1909 the production of coal in
European Russia amounted to 24,080,
645 tons, compared with 24,677,419
tons for the preceding year, a de
crease of 596,774 tons.
During 1908, 1909, and the first half
of 1910 the Russian .Government de
cided upon the building of new rail
way lines aggregating . 2,002 miles at
a cost of $129,704,464.
The amount of deposits in the Im
perial Russian Savings Banks for the
first half of 1910 aggregated ' $199.
511,000, compared with $180,610,000
for the corresponding period of 1909,
an increase of $18,900,500.
According to official data, the total
arba in grain in 1910 aggregated
240,419,396 acreB, or 6,959,922 acres
more than in 1909. The number of
horses over four years old was 22,-
999,412; meat cattle numbered 44,
270,983; sheep and goats, 61,966,959;
hogs. 12.775,490.
According to official sports, 1W00
tons of copper were smelted in the
first seven months of 1910, as com
pared with 9,752 tons last year. The
smelting, by districts, was as follows,
in -tons:' Urals, 6,283; Caucasus, 4,
641; Siberia, 1,76; Altay, , 15; in
chemical and refining works, 597.
The net profit from the operation
of the Moscow municipal electric
tramways "during the - first eight
months of 1910. aggregated ' $1,440,
455. In 1909 the profits were approx
imately $1,000,000. New lines are un
der construction, and the system
promises to be one of the best in the
(proposed. ,
The city of St. Petersburg, is re
ported to have beaten the world's re
cord in the installation of telephones
for the period of one month! During
September, 1910, 1,126 new telephones
were installed. The number now in
operation is 29,500, while it was only
4,200 on November .1, 1901, when the
telephone service was taken over by
the municipality: :
Jhere are in all 11,606 small credit
institutions with,- a ( capital stock of
$141,625,000 operating in the Russian
Empire, compared with 9,600 institu
tions in 1909. Of this number, there
are 5,833 share companies, 5,685
peasant land banks, and 88 Zemstvo
banks. The peasant land fmnks oper
ate In approximately 5,000 counties
and their clients (borrowers) number
about 2,000,000. ' '

An ordinance declaring the cost of
Improving "C" avenue from 4th street
to Cedar street, assessing the proper
ty benefitted thereby,, declaring such
assessment, directing the entry of the
Bame in the Docket of City Liens
authorizing the issuance and Bale of
improvement bonds to pay for said
Improvement, and declaring an emer
Rency.
The City of La Grande does ordain
as follows.
Section 1. That the Council has
considered the proposed assessment
for improving "C" avenue from 4th
street to Cedar street and all ob
jectlons made thereto, and hereby as
certains, determines and declares the
whole cost of said improvement in
the manner provided by resolution
duly passed by the Council on the
ISth day of May, 1910, to be the sum
i of $130.57. and that the special and
particular benefits accruing to each
lot. or part thereof or parcel of land
within the assessment district, by rea
son of said Improvement and in just
proportion to such benefits, are In
the respective amounts set opposite
! the number or description of each
I lot or part thereof or parcel of land
in the annexed assessment roll, and
eald assessment roll which is num
bered 12 is hereby' adopted and ap
proved as the assessment for said
improvement, and the Recorder -of
the City of La Grande is directed to
enter a statement of the. assessment
hereby made In the Docket of City
Liens, and cause notice thereof to be
published as provided by Charter.. All
of the amounts set out in said assess
ment roll will 'be and become due
and payable in full within 60 days
from and after this date this ordi
nance takes effect; Provided, how-

mitted to make payments of their as
sessments, in ten equal annual install
ments, deferred payments to draw in
terest at 6 per cent per annum; but
if such application be not made as
aforesaid, then all of said amounts '
will be and become due and payable
nt the expiration of said 60 days.
Section 2. That improvement bonds
in the sum of $130.57 be Issued and
sold to pay for said improvement,
which bonds shall ran for a period of
ten years, and bear interest at a
rate not to exceed 6 per cent per an
num. ,
Section 3. Inasmuch as the work
for which said assessment is hereby
made has been completed, and it is
necessary and expedient that . the
same be paid for at once, now, there
fore, in order to preserve the peace,
health and safety of the city, and to
protect Its credit, an emergency is
hereby declared to exist, and this
ordinance shall be in force and take
effect after its approval by the mayor,
and its publication In one issue , of
the La Grande Evening Observer, on
the 30th day of December, 1910.
Passed the Council on the 28th day
of December, 1910, by 8 members
voting therefor.
