During many years past appeals have been made from time to time to congress in favor of governnicjit own ership of embassy and legation prem ises abroad. The acquisition by- the government of such suitable resi dences and offices for ljs diplomatic officers is so Important and necessary to an improved diplomatic service that I have no hesitation in urging, upon the congress the passage of some measure that would authorize the gradual and annual acquisition of premises for diplomatic employees. Treasury Department ; Estimates for next year's expenses Every effort has been made by each department chief to reduce the est! mated cost of his department for the ensuing fiscal year ending June 30 1912. These estimates thus made pre sent the smallest sum which will main tain, the department bureaus and of fices of the government and meet its other conditions under existing law and that a cut of these estimates would result in embarraslne the executive branch of the government. This re mark does not apply totthe river and harbor estimates except to those or expenses of maintenance and tne meeting of obligations under author ized contracts, nor does it apply, to tiio puvue omitting out nor to tne navy building program.
