THE BALLOT BOX SECRETS.
In almost every state in the union
today the people have cast their bal
lots and at this hour the secrets of
defeat or success are withheld by the
ballot boxes, only to be revealed after
the laborous process of counting the
ballots, which in Oregon this year
means a tremendous task.
The greatest' of Importance Is the
congressional ticket. Upon it depends
whether business institutions will be
come alarmed, or whether they will be

way and pursue a course without ser
ious or decided change. If the con
gress of the United States Is materi
ally changed by the results of to
day's election then it ia quite likely
there will be a quivering' of commer
cial conditions for a time, This w'
continue at least until the scare has
blown over which ia due to follow, for
the result of an election, no matter
how It goes, is never quite so bad as
many think at the time the last bal
lot Is counted.
We all live on from day to day
whether It Is Republicanism or Demo
cracy that wins. We enjoy many priv
ileges and blessings regardless of po
litical complexion of congress and
when there Is no war clouds In sight
this country can have her little Inter
nal quarrels over tariff and other mat-

If the congress goes heavily InBur

tighten up for a while. This will mean
more or less temporary depression.
But with the great wealth In the land,
the produce that is on hand ready for
market there is no chance of exper
iencing the hard times this country
has seen in the past at different In
tervals.
A DASGEROUS SUGGESTION.
A recent proposal of Comptroller of
the Currency Murray, that national
banks be required to furnish the
Treasury Department detailed Infor
mation concerning the financial con
dition of large borrowers, will not
only fall to find approval, but will
meet with very positive resentment.
Nothing could be more demoralizing
to the business interests of this coun
try than for men and institutions of
large affairs to put themselves in any
degree at the mercy of politicians,
and that Is precisely what this move
would amount to.
Comptroller Murray's suggestion is
plausible enough on the surface. Ap
parently it is a proposition to put the
Computroiier in possession of informa
tion which would enable him to ad
vise the banks in regard to large lines
of credit. It would be his perogative
under such an arrangement to sug
gest to a bank that a large line of
credit be reduced, If, In his Judgment
it had grown disproportionate. Or, on
the other hand, approve an increased
line when, in his opinion,' the financial
condition of the borrower warranted
such an Increase.
Right here lies the opportunity for
political manipulation, and an oppor
tunity which would certainly not be
overlooked when It became necessary
to apply "pressure" to large institu
tions, in political campaigns. Nothing
would be easier than for the managers
of the party in power, through the
possession of confidential Information
o' this kind, to force extortionate po
litical contributions out of large in
stitutions which were dependent upon
the great banks for accommodation,
says the Inland Herald. .
The danger even goes further than
this, as is evidenced by the failure of
the Westinghouse corporations In '07.
Prior to the summer of that year the
credit of the WestlnghouBe compimles
had been absolutely good everywhere.
They could get from the New York
banks whatever amount of money
their requirements called for; and the
financial standing of Mr. George West
inghouse was just as good as his per
sonal standing in this country has al
ways been. But in June of that year
the New York banks withdrew credit
from his Institutions, and he was un
able to meet his large maturing obli
gations. As a consequence his vast
enterprises went into the hands of
receivers. Subsequtnly, through the
skillful manipulation In New Yorn
the control of the gigantic orpora
tlons, to which Mr. Westinghouse had
given his genius and his life, passed
into other hands and the dominant
control of the Westinghouse compan
ies is now Wall Street bankers, and
not the man who made theBe institu
tions what they are.
Mr. Murray'B suggestion is sopho
morlc and betrays a mind that Is more

can go still farther ahead of Baker
Which has always been her good nat-
ured rival for the distinction of being
the metropolis of Eastern Oregon.
How many people In this city ap
preciate the fact tna Grande Is
furnishing sugar for the coffee of a
great many people and at the close
of each day hundreds of pounds of
sugar beets have been converted Into
a commercial product of great value.
And the beets are raised in either Un
ion or Wallowa counties. This Is
something not to overlook. If other
cities had the sugar plant you would
hear of It very often.
Really the rains during the past
twenty .our hours would indicate that
irrigation in the Grande Ronde at this
time of year would be out of order.
