Section 1. That the Council las
considered the proposed assessment
for Improving Adams avenue from the
east curb line of 4th street to the east
line of Hemlock street and all objec
tions made thereto, and hereby ascer
tains, determines and declares the
whole cost of said Improvement in
the manner provided by resolution
duly passed by the Council on the 2nd
day of February, 1910, to be the sum
of $24,811.21. and the special and peculiar-benefits
accruing to -each lot,
or part thereof or parcel of land with
in' the assessments district by reason
of said Improvement and In Jnst pro
portion to such benefits, are la the re
spective amounts . set opposite the
number or description of each lot or
part thereof or parcel of land in the
annexed assessment roll, and said as
sessment roll, which is numbered 3,
is hereby adopted and approved as the
assessment for said improvement and
the Recorder of the City of La Grande,
Is directed to enter a statement of the
assessment hereby made in the docket
of City Hens and cause notice thereof
to be published as provided by Char-
: That said sums of money hereby lev
led as set out ta said assessment roll
annexed hereto, being assessment roll
numbered 3. shall be and become due
and payabje at Jthe expiration of 60
days from the date this ordinance
takes effect; Provided however, that
all persons whose property la affected
by this assessment may, upon anDli-
catlon.to the Recorder of the City of
la ixranae, be allowed to make pay
ment ot the respective amounts as
sessed against their property . as
shown by said assessment roll. In ten
equal annual installments, under, and
by virtue of the Statutes of the State
of Oregon, In such cases made and
provided, and of the Charter of the
City of La Grande, deferred payments
to bear interest at 4Tper cent per an
num. If Buch application be not made
as above set out, then the assessments
shall be and become wholly due and
payable at the expiration of said sixty
days. . v
Section 2. That there shall be Is
sued, and negotiated improvement
bonds In the said sum of $34,841.21. or
so much thereof as shall not be cov
ered by cash payments within 60 days,

Ing interest at the rate of 6 per cent
per annuov for the purpose of paying

Section 3. Inasmuch as the im
provement herein mentioned is com
pleted, and it is necessary and exDPd
lent- that payment be made therefor
at once, now, therefore, in order to
preserve the credit of the City, and 13
peace, health and safety, an emerj
ency is hereby declared to exist, and
this ordinance shall be in force and
take, effect after its approval by the
Mayor and its publication for one ia
bue of the La Grande Evening Obser
ver on the 5th day of November. 1910

The City of La Grande does Ordain
as follows.
Section 1.' That the Mayor and Re
corder be. and they are hereby author
ized to enter into a contract with the
Warren Construction Company for
paving with bitulithic pavement Ad
ams avenue from the east curb line
of Hemlock street to the west line of
Spruce street at a price not to exceed
the amount of its bid made for said
work.
Section 2. This Ordinance shall be
published in one issue of the La
Grande Evening Observer and after Its
opproval by the Mayor be in force and
take effect -from and after the 5th-day
of "December, 1910.

ized to enter into a contract with the
Warren Construction Company for
paving with, bitulithic pavement
Fourth street from the north line of
Adams avenue to the South line of "0"
avenue at a price not to exceed the
amount of its bid for said work.
Section 2. This Ordinance shall be
published in one issue of the La
Grande Evening Observer and after its
approval by the Mayor be in full force
and take effect from and after the 5lh
day of December, 1910. V
