We, the undersigned petitioners,
consisting of more than fifty holders

nreanlzed into an Irrigation district
under' the provisions of an Act of the
Legislative Assembly of the State of
Oregon, entitled "An act to provfce

of irrigation districts, and to pro
vide for the acquisition of water and

tion of water thereby for irrigation

purposes," approved February 20th,
1895, and amendments thereto, and

Investigators of the Internal Rev
enue department recently , made the
startling discovery that 209 medical
preparations contain such a high per
centage of Intoxicating fluid that they
they are subject to the liquor tax,

The list was published July 5th bv
the Commissioner of Internal Revenue
and contains nearly one hundred dif
ferent kinds of "Bitters", about thirty
"TonlcB" fifteen "Elixirs", the same
number of "Cordials", and mlscel
laneous assortment of "Liver and
Kidney Cttres," "La Grippe Specifics",
"Cough Cures" and "Dyspepsia Reme
dies.
The law provides that medicinal
preparations which contain alcohol
miiet bo suffiicently "medicated" to
render them unfit for use as a bev
erage. Evidently the nostrum manu
facturers are overlooking the "medi
cinal portion of their bottled goods.
Editorially, the Ladies' Home Jour
nal, one of the strongest temperance j
papers in the country, clarifies the
mvsterles behind this increase in
"cure-alls" and the t fluids they con
tain in this way:
"When three years ago Uncle Sam
said to the 'patent medicine' manufac
turers, You muBt put on each bottle
the amount of alcohol In your medi
cine', there was strong resentment.
Every effort was made to defeat the
Jaw. But the law was Inexorable and
the line '25 per cent alcohol' appear
ed on various bottles. Every care was,
however, taken to have the. line ap
pear in as small type , as possible
Then a curious change took place. The
line '25 per cent alcohol' suddenly ap
peared in larger type and stuck out
prominently oti the wrapper. Because
the law demanded it? No, the law was
the same. The change, curiously
enough, came at the same time with
the great wave of prohibition, through
out the country. To the average mind
there would seem to be no special con
nettion here until this significant fact
now comes out that in nearly all the
slates that have by law recently gone
'dry' the sales of 'patent naedincines
having the largest quantltiy of alcohol
In them have increased. In three 'dry'
states, for example, the sales of one
'patent medicine' with '50 per cent
alcohol' prominently printed on the
bottle, have increased MORE THAN
TENFOLD IN SIX MONTHS. To use
the words ofone 'patent medicine
manufacturer, whose nostrum has a
generous amount of alcohol in it:
'These states going dry are all right.
And then he laughed comfortably! But
that laugh meant no good to the pub
lic
