United Statej Senator Cummins of Iowa, will be the promulgator of a bill providing for the nomination of president and vice- president by direct primary when congress convenes. The war de partment today is planning a sham battle between a war and an airship. The affair will be secret. It is re ported that the Monitor Tallahasse has been selected as the vessel to face the aerial bombardment. The Monitor can be towned from Washington and hung with bomb-defying armor over the gun rooms, ammunition hoists, funnels and all vulnerable points.
