DRIVING OUT. CAPITAL
, Taxing of notes, which is In reality
'taking of mortgages, In Oregon is
dangerous. Other states 'have tried,
as liT this state once, and the result
was anything but satisfactory, for it
drives capital from the state that
practices It.' '
We remember quite well in Kansas
When populism was rampant. uci
Mary Ellen Lease and Jerry Simpson.
Weaver worn sfnmnlnB:
the state and crying for, the taxation
of mortgages. We remember when
Peffer urged upon the people the equ
ity of making the "fellow with the
money pay the taxes," and the Kan
sas Toter fell for it .
The tax laws were revised in ac--cordan.ee
with .these popullstic ideas
and what was the result? In no time
at all Kansas was blacklisted by every
loan company in the United ' StateB.
The banks and private money lenders
were in a chaotic condition, and all of
the t'me the populists said, they were
doing the right', thing for the state.
Mortgagee became due and there was
xtehson granted!" Everyone who bad

nA fhA pntlrA state suffered a money

long as this generation lasts. '
We do not know what happened In
this state when Oregon was monkey

told us we should judge a lesson
was taught that should be remember-
If the taw stands to tax notes, we
cannot blame the tax commission for
demanding Us enforcement, for a law

cannot be enforced. And following
the action of the tax commission .the
matter Is put up to the county ai
lessor who does not dare refuse to
obey the statute even If he were dls
posd to do so. ' . . . .
We say repeal the law; and do" it
At quickly as possible. Then after It
repeal; If some wild-eyed crazy mut
cornea around with an Initiative peM

what should be done with him? That
is the trouble In Oregcn. Nothing is
ever accomplished. A law may he re
pealed because It Is bad, but some
man may want it continued and he
can always get enough signatures to
get It on the ballot.
There Is only one way that we can
tee. Have a house cleaning and fix
the Initiative measure to that It will
