'HE CITY OF LA GRANDE DOES
, ORDAIN A3 FOLLOWS:
Section 1. It shall be the duty ol
every hotel keeper, boarding house
keeper, the proprietor of every house
hold anrt -"ny person having slops,
twill, kitchen refuse, decaying animal
or vegetable matter or other garbage,
on the premises to be deliverd to a
scavenger or garbage man for the
purpose of being transported away
from said premises, to keep the same
In tightly covered can, barrel or other
receptacle, and to keep all such ar
ticles separate from any tin cans,
glassware, crockery, or ashes.
Section 2. All scavengers, and per
sons who shall transport any slops,
swill, kitchen refuse, decaying ani
mal or vegetable matter or other gar
bage through the streets of the city,
shall provide a close fitting cover for
and use the same on every wagon box,
can, barrel or other receptacle In
which said articles shall be hauled
and keep away all such garbage from
U tin cans, glassware, crockery or
ashes, while hauling or dumping the
same. , -
Section 3. It shall be the duty of
'every person owning or In charge of
any livery barn or private barn, yard
br lot, where stock Is kept to provide
wire netting with small mesh, and to
place the same completely over and
cover therewith, all manure, stable
litter and other refuse,, so that flies
cannot have access thereto.
Section 4. Any person violating any
of the provisions of this ordinance
shall upon conviction thereof be pun
ished by a fine of not less than $10.00
nor more than $25.00. v
Section 5. Inasmuch as there is no
ordinance covering the keeping and
disposal of garbage, and it Is necessary-that
this ordinance take effect
at once, now therefore in order to
preserve the peace, health and safety
of the city, an emergency is hereby
declared to exist, and this ordlnanc
shall be in force and take effect from
and after the 30th day of July. 1910,
after Its publication for one issue In
the La Grande Evening Observer, and
after its approval by the Mayor.

97 in Chaplin's addition to La Grande,
Oregon.

Section I. That the Mayor and Ra

construction of cement sidewalks anrt
curb on the east side of Fourth street,
in front of lots 5-6 and N. 25 feet of
Lot 7, Block 97 In Chaplin's addition
to La Grande, Oregon, at a price not
to exceed the amount bid by said
Darley, which bid was accepted by
the city. "
Section 2. Inasmuch as it is neces
sary and expedient that this ordinance
shall take effect at once. In order that
the work may be done Immediately,
now therefore, In order to preserve
the peace, health and safety of the
city an emergency is hereby declared
to exist, and this Ordinance shall take
effect and be in force after its approv
al by the Mayor and its publication
for one Issue of the La Grande Even
ing Observer on the 30th day of July,

Thrills followed thrills as speeding automobiles shot around the
course of the Ingleside Race Course, on April 24th, in the second and t
final day events of the successful meet promoted by the members of
Islam Temple of the' Mystic Shrine. J
j Thehonors of the day were divided between Barney OldSeld, with '
nis 200 horsepower Benz machine, and C. O. King, with his Maxwell
30 horsepower stock car. Oldfield lowered his previous record of one
mile to 61 5-6, which Is a new coast , record for the circular track. I
With the exception of this performance, Oldfleld had to take second I
place In the list of racjng honors, as the world's champion met defeat ,
in both the five and fifteen mile handicap events, and in both races j
King and his Maxwell were the victors. In fact, King proved the i
Surprise of the meet, driving all of his races with much judgment and
taking the turns with his car as close to the-fence as did Oldfleld. . In !
the five mile handicap, Oldfleld drove his Knox racer to the utmost, !
but the handicap was too strong and he could not get the lead away V
from King. Not only In the handicap events did King and his Max- a
well prove stars of the first order, but in one of the first events of the 5
day, the five mile race for cars costing from $1200 to $1600, which was
one of the bestmatches of the meet. ft
