Minneapolis, Mar. 1. The, name of
Roosevelt was vociferously cheered
here by .100 leading merchants, man
ufacturers and shippers when Frank
B. ' Kellogg, the government "Trust
Buster" gave him credit for the en
actment of laws preventing railroad
rebates and today there is much specr
ulation as to the significance of the
demonstration. Kellogg delivered an
address on the relation of the gov
ernment to the railroads dast night
and contended that until the govern
ment la ready to control all railroad
rates and facilities entirely, It would
prohibit consolidation that, would de
stroy competition
Kellogg urged aganst allowing the
railroads to control steamship lines
and declared the Panama Canal will
be useless If It did not develop com
petition. Reference to Roosevelt was
wildly cheered.
