A. Dutch, local superintendent of con
l structlon of projects for the American
Light & Power Company will aban
don his headquarters here and leave
for his home In Indianapolis. Mr.
Dutch has been here continuously
since the middle of August, the pro
ject having been approximately com
pleted In three months. His presence
here has meant much to the merchants
for provisions as far as possible,
were all purchased In La Grande in
accordance with the contract stipulat
ing such action. .
The report of Engineer Picklpr I
wnich was mentioned in last evenings
Observer, was read at the special
council meeting last night and accept-
ed. Mr. Plekler's work is completed,!
and while payments due the company
have been made, there are still exist
ing some bonds which will be annull
ed in the near future. As the report
of the engineer states, the system has
proven itself substantial, notwlthstand
ing that the pressure is enormous and
flaws likely to exist. By lending close
scrutiny to the work from the begin
ning to the end, ami by reason of the
fact that the pipeline was thorough
ly tested under the supervision of the
engineer as each link of the line was
laid in place. It was no revelotion to
the constructors that the pipe line
stood the pressure when the rtop
valve was opened. Mr. Plckler In con
