At any rate these evening strollers by
the foreigners on the residence streets
are becoming a matter of grave ' con
cern to the Indies of the city, and es
pecially to those having occasion to
be on the streets unprotected during
the early evening or at night. Other
communities have had trouble of a ser
ious nature with this class of people
and have had to use stringent meas
ures in order to suppress it and this
may become necessary here.
