The American conference on Infant
Mortality which la cheduled for today,
has atracted much interest among
English sociologists and physicians.
Investigators who have visited the
United States assert that America is
far behind Great Britain in this move
ment Aa an instance It Is pointed out that
In a few parts of the United States is
. there kept an accurate record of births
as such registration has not been con
sidered necessary by the American
health officers Great Britain has had
such a law since 1838, and this alone
It Is admitted, has been highly useful
In saving babies. Congestion of popula
tlon, admittedly the cauBe of much In
fant mortality, is, necessarily greater
. in , this "tight little Isle" than In the
; great expanses of America.

with the agreement that all Interests!
Shall be devoted to public Improve
ments, are 'features of this plan.
Obvious difficulties make the appli
cation of the plan on a general scale
. imipractlclble, and the Improved tene
ments offer a more feasablo solution
' to the problem for the majority of the
cities. The registration of slum prop

the undesirables and unsanitary tene

Not 4 few are beginning to wonder
what their Thanksgiving turkey Is go
ing to cost them this year. It has
been several years since the standard
price of one dollar per fowl has been
anything more than memory.
It may be news to a large majority
of our readers to know that our mar
kets hold the hoof and horns of the
animals killed until a sufficient quan
tity Is collected to make a shipment,
and are sent to San Franslsco where
the greater portion Is consigned to
Japan where they are made Into but
tons and cutlery handles. The prices
received by our dealers Is between $80
and $90 per ton.

We will be compelled to apologize
for the condition of our streets during
another winter but his Is the last
Another winter and we will see Adam
avenue from the hospital to Gekelers
lane paved aud macadamed. La
Grande haa advanced this year. The
completion of our new water system,
which wil be a reality within the next
few weeks, will be of untold benefit
directly and Indirectly. Next year we
will have paved streets, a new federal
building and should have and un
doubtedly will have a new high school
building. This later necessity should
be taken up and presented to the vot
ers of this district within the next
few months. It was defeated this
year largely because the appropriation
asked for would not have constructed
and equipped a building that would
have met the present requirements of
Grande to say nothing about our
future growth.
