On b's return from Europe, where
he has been for the past four months
buying blooded horses M. C. Metz, one
of the best known horsemen in East
ern Oregon, arrived in La Grande yes
terday and spent the day in the
city continuing his Journey to his
home in Pendleton early this fore,
noor.. Mr. Met will have a car of
fine stock through this city in about
80 days. All his purchases are at
present time on the Metz farm in Illi
nois. S. Metz will leave for another
purchasing tour of England and
France in a few days.
In regard to the demand for good
horses, Mr. Metz said that there were
30 American buyers in Paris at the
time he was there. He attended the
great annual horse show in the
French metropolis and succeeded in
purchasing the winner of the second
prize out of a class of 80 2-year-old
stallions. I
The coming American work horse
seems to be the Percheron and the
Shire, according to Mr. Metz. There
is a great deal more of these breeds
shipped from their English and French
homes than of the other stock. The
next in popularity would no doubt be
) Belgian.
V.'.Mle he is of the opinion that
America cu:i not, for a long time, at
least, gain su.f.tnt prestige to rival
Europe as a breeding place for horses,
Mr. Metz says there are su;r.e very fine
farms in Iowa and Illinois at the pres
ent time. These states, he says, are
leading the United States in breeding
fine stock. Out of the 30 American
buyers In Paris at time he was there
14 were from Illinois. Oregon he Bays
Is easily leading the west in fine
horses.
8. F. Wilson, one of Umatilla coun
ty's prominent attorney's, is in the
city on a business visit. Attorney Wil
son reports renewed interest and ex
citement over local option matters as
the grand Jury which reported last
week indicted two of the most prom
inent men in Pendleton for bootlegg
ing.
The men indicted were W. A. Brown
of the Hotel Pendleton and George
Darveau of the Hotel St George. They
were served ,with the warrants of
arrest Satarday and appeared in court
where they waived examination and
Wednesday was set for their time to
plead. There will probably be a live
ly scrapiput up as the men accused
have employed strong legal defenders.
Attorney Wilson is conferring with
R. A. West regard 'ig the artesian well
digging at Athena. He reports the
wells already sunk as highly success
ful and thinks a number of other wells
will be bored. Artesian water may
seen to be used extensively in irrigation.

Notice is hereby given that In pur
suance of a resolution adopted by the
Common Council of the City of La !
Grande, Oregon, on the 5th day of
August, 1909, creating improvement
District No. 2, and designating Third
street, as such district, and in pursu
ance of a resolution adopted by said
Common Council on the 1st day of
September, 1309, whereby said Coun
cil determined and declared its inten
tion to improve all that portion ?;f
Third street, in said Improvement dis
trict as hereinafter described, by
building a 5-foot board sidewalk there
on, the Council will, ten days after
the service of this notice upon the
owners of the property affected and
benefited by such improvement, or
der that said above described Im
provement be made; that the bounl
ries of said district to be so Improved
are as follows: All the west side of
Third street, from the north side of
"C" ayenue, to the south side of "K"
avenue. Notice is hereby further Ri
ven that the Council will levy a spe
cial assessment on' all the property
affected and benefited by such Im
provement. That the estimated cost
of such improvement is the sum of
$882.85. That the Council will on the
