Governor Benson was notified this morning by Secre tary of State P. C. Knox of the prop osition to amend the constitution of the United States pursuant to a Joint resolution of congress in order that the income tax may be enacted by congress. The governor was requested to submit the question to the legisla ture of Oregon for action. In order that it become effective the proposed amendment must be ratified by three fourths of the states.
