ernor Hay urging him to exert bis
influence towards- baring a special
session of the legislature to ratify the
proposed amendment to the consti
tution making it possible to impose
an income tax. He thinks if the
Washington legislature takes action,
the present session, the state will
bare the honor of being the first to
adopt the plan.
