An ordinance to provide tor, and to
determine the number, size and lo
cation of places of entrance and exit
to and from all opera houses, theatres,
public halls, churches, Iodgerooms,
tlubrooms. school houses, office build
ings used for public gatherings, and
hotels, lodging and boarding houses:
the manner bf hanging doors thereat,
and regulate the width of halls and
stairways and aisles in all buildings
used for public gatherings.
THE CITY OF LA GRANDE DOES
ORDAIN AS FOLLOWS:
Section 1 That all opera houses,
theatres, churches, school houses,
publie halls, lodge rooms, club rooms,
and all other buildings used for pub
lic gatherings, all office buildings, ho
tels, boarding and lodging houses,
shall have at least one front on a
public street, and shall have in front
suitable means of entrance and exit
All outside doors In such buildings
shall be not less than four feet wide,
and shall open outward; all doors at
the head of stairways shall be of the
same width as the stairways, and
shall open outward. Exits shall be
provided In such buildings, on the
second floor and on all floors higher
up, leading to stairs, ladders or other
suitable means which shall at all
times be kept in good repair, and in
condition to furnish a safe descent to
the ground for the Inmntpn of unoh
buildings.- Over each of such exits
there shall be on the Inside the word
"Exit" painted in large letters not 1(?bs
than six inches high; in no case shall
there be less than two such exits to
each of such buildings, and in case
any such building is of sufficient ca
pacity to accommodate 100 persons or
moro, there shall be in uch- buildings
at least three such exits which Bhall
be indUfited by the word "Exit" paint
ed over the same on the inside H3
above provided.
Section 2 In all theatres, opera
hoiiBos, public balls or other build
ings used for public gatherings, all
seats in the audience rooms, except
seats in boxes, shall be firmly fas
tened to the floor, and no seat thorin
shall have more than six between It
and an aisle; all main aisles and pas
sage ways shall be at least three feet
wide, and no chair, stool or other ob
struction shall be placed in such
aisle or passage way,, or in any hall
or passage way leading from the audi
torium to the outside of the building;
every door communicating between
the aisles and passage ways In the
auditorium and any lobby or corridor,
shall have a clear opening of not less
than the full width of the aisles and
passage ways leading to such door
way, and each door shall open out
wards. Section 3 Every portion of the
building devoted to the use of the
public, and all outlets leading to the
street shall be well and properly
lighted during every performance, or
while the building is open to the pub
lic and shall be kept so lighted until
the audience has left the building;
during every performance, or while
any such building is open to the pub
lic, all doors thereto shall be left
unlocked and unfastened. All scugo

ings used for public gatherings, ot
in hotels, boarding or lodging amines,

the discretion of the Recorder.
Section 6 Inasmuch as there are
no regulations governing the mailer
of providing for the protection ci the
people in public buildings, 'and it Is
necessary to immediately orovlde for
protection from fire, and to secure the
safety, peace and health of the city,
an emergency Is hereby declared to
exist, and this ordinance shall be in
full force and take effect on and after
the 5th day of June, 1909, after its
approval by the Mayor, and Its pub
lication for one Issue of the La Grande
Evening Observer.
Passed the Council on the 19th day
of May, 1909, by seven members vo
ting therefor. Approved this 20th
day of May, 1909.
