Cowan, a former well known Elgin and Union county resident, occurred at his home In Fresno county, California, March 22, 1D09, at the age of 69 years and 6 days. When but a small boy he moved with his parents to Monroe county, Iowa, where he grew to manhood, and from which place he enlisted at the first call volunteers Into the services of the United Staes for the Civil war. He was mustered into Company H, 1st Iowa cavalry, August 3, 1861. After serving thre years he re-enlisted after a furlough of 30 days. His final dis charge was issued after the close of the war at Austin, Texas,. January 4, 1886. March 29, 1886 he was united In marriage to Hannah E. Stacy, at Adel, Iowa. In 1881, with his wife and only surviving child, Jasper L. Cowan, he moved to Oregon, where as one of the early settlers of Union county, he devoted his efforts and. In fluence to building up the commuity. As private member or commander, he was seldom absent from the meet ings of the G. A. R., which he so much enjoyed, and was ever an active w6rker at hla post and at the reunions of his comrades. He was mustered into Nathan Baker Post, G. A. R. No. 44, in Elgin, July 10,1892. In January 1909 his membership was transferred to Hanford Cal. Deceased was one of the best known of Elgin's citizens and was at one time assessor of Union county. He moved to California about two years ago. Prior to entering the army he be came a member of the Church of Christ and remained a Christian until his death. The American Car and Foundary Co. will put 1,000 men at work here with in six weeks. It Is understood that the first delivery cn the order for the Rock Island of 70 passenger coaches has been promised early. The cars are worth fully $5,000 each, making the contract about $350,000, and or ders bringing the total to anothe $300,000 and meaning continuous work for 18 months are on the books.
