Fourth street, Penn sylvania avenue or such other streets as might be considered as of most tine to all the pitlens, be macadamized as soon as possible. Possibly it would not be Inequitable that one-third or other fraction of the coat of Improving streets as main high ways through the city outside of the central business district should bo borne by the city as a whole. . I be lieve that we should also make an ef fort to have roads approaching the city made passable, in order that our citizens may be spared the humiliation of seeing vehicles that have come from towns on the other side of the Orande Ronde valley, over good roads, mired down In our principal streets. A committee was appointed last year to Interview such owners of property on Adams avenue and Depot street as do not dwell in more pleasant climes, as to the advisability, of improving these streets. After a cursory Invest ligation some of this committee, a ma jority, I believe, reported adversely, giving as a sole and sufficient reason that it was an Impossibility until a sewer system was constructed. I have no doubt that these members of that committee thought that their whole duty had been fulfilled. .At the first objection raised, they flunked.
