main canal and laterals of the pro
posed irrigation system to cover' the
entire Sandridge country, by the as

Salem, Ore., March 16. Besides al
lowing themselves salaries and mile
age and appointing a conference com
mittee on Normal schools, the house
did little business this afternoon. The
house conferees oh Normals are Rep
resentatives Mahone, Hawley and Bu
chanan.
The senate is offering the schools
each $10,000 expense money to run
them until July, when they will be
turned over to local school districts.
Salem, March 16. At 1 o'clock this
fternoon the house went into com
mittee of the whole on the question

Washington, March 16. President
Taft today' sent to congress'a special
message calling for a readjustment
and revision of the tariff. It says:
"I called congress In extra session to
enable it to give immediate considera
tion to the revision of the Dlngley
tariff act, and the prospect of a change
in the rates on import duties always
causes suspension and a halt In busi
ness because of the uncertainty as to
the changes to be made. Their ef
fects, therefore, are of the highest im
portance. The new bill should be
agreed upon and passed with as much
speed as Is possibly consistent with Its
thorough consideration,"
The president points out "conditions
affecting the production, manufacture
and business generally Is so changed
In the last 12 years as to require a re
adjustment of the revision ' of ' import
fltirtes imposed by that act.'- Contlrtu

"More than this, the present tariff
act, with other sources of revenue,
does not furnish income enough to pay
the authorised expenditures. By July
1 the excess of expenses over the re
ceipts for the current fiscal year, will
equal $100,000,000. The successful
party at the last election pledged a
revision of the tariff, and the country
and the business community especial
lv, expect It. For these reasons it Is
deemed the present to be an extraor-.

the constitution. Justifying and requir
ing the calling of en extra session. In
my inaugural address I stated in a

of the tariff should proceed and in
dicates at least one new source of rev
enue which might be properly resort

discharged simultaneously.
