Following final adoption of rules
and by-laws which consumed all the
time yesterday afternoon, several
hours last night, and some more time
this morning, the five members of the
executive officers were elected. Glen
Storle of Pendleton, Is president; G.
M. Mlckelson, La Grande, Is secretary,
and the other members are Herbert
Williams of Ontario, Roy Conklln of
Cove, and J. A. Churchill of Baker

resolution this morning that was
adopted, in which the city as a whole,
the Commercial club, Superintendent

entertainment of delegates, are sin

was also adopted, that the new ly elect
ed officers hold office the ensuing
year after the first annual conference
at Pendleton, next May.
Perfection Later.
That it would be difficult to draft
by-laws that would be perfect at first
application. Is hardly to be expected.
Through stipulated procedure the by
laws can be amended and as time
brings up new phases to be contended
with, defects can be remedied. ... La
Grande fought a' losing proposition on
several Issues, but was out-voted on
the matters of chief Importance.
