In view of the fact that a perfect
sewer system Is hardly likely to be
constructed the - coming year or two,
Street Superintendent J. A. Matott. bus
worked out,, that In a measure taken
the place of a much-needed system.
Briefly explutned It In a storm sewer
system that besides carrying away the
surface water during Btorms, serve to
shorten the muddy period and will
tend to remove contamination that
often forms In stagnant pools of mud
dy water in depressions along the
thoroughfares. On account of the
gradual slope to the east and north
east on which tho principal part of the
city Is built, a slight expenditure of
money and not a great amount of work
will put a surface sewer Into operation
that will effectually and speedily re
move surface water.
Superintendent Matott hns taken
careful survey of the lay of tho sur
face and finds that a gutter properly
shaped and graded at the end of Wash
ington or Pennsylvania avenues, for
Instance, and carried down the avenues
toward the east, would quickly drain
off all flood water In case of molting
snows or rainstorms, provided, of
Course, the streets be properly filled
and graded. The only tinder-surface
channels would be at the crossings
where the water pipes that are to be
discarded by the advent of the new
water system, could be profitably and
practically used. Kvery street und
nvV-nue would be supplied with surface
sewerage in this way. On the face of
It the proposition may seem rather
Impracticable, but a little study of ex
isting conditions will carry out t tin
truth of the statement that until a
perfect system Is constructed, the Ma
tott scheme Is the best and most logi
cal available one. The results would
be that the streets would drain quick
ly, consequently sooner drop ' their
muddy and grim aspect than under
the present condition, where natural
seepage Is the only manner of escape
for flood 'waters and melting snow.

When the board of underwriters pub
lishes Its rate schedule covering La
Grande property for the year 1909, a
reduction of 10 to 13 per cent In rates

January first, this year, but Is not to
be announced by the underwriters un
til the appearance of the rate card.
One of the causes for the material
reduction In Insurance rates Is of es
pecial Interest, and gives added pride
In the volunteer fire department. Two
paramount reasons are given for tho
reduction, namely: the splendid record
of the fire department during tho last
few years, and the assurance of a bet
ter water system when the Beaver
Creek project Is perfected.

The underwriters pay a warm trib
ute to the fire department In their
action, asserting that no fire has got
ten beyond the control of the com
pany In several years, and that even
though a volunteer affair, the La
Grande property . Is well protected
the underwriters see fit to make a
substantial reduction. Knowing that
the Beaver creek supply will be one
of tho best attainable, has also played
a strong part In the 10 to 15 per cent
decrease.
